The project aims at alimenting the future implementation guidelines of the recent gender public budgeting legislation with best practices, tools and suggestions at local level, based on the development of pilot local initiatives. The initiatives promote citizens’ active participation and the development of interaction channels with the Municipalities that strengthen civil society’s role in development and monitoring of local budgets.

Through gender analysis of local budgets, capacity building to NGOs and Local Authorities by international experts, activation of interaction channels between citizens and authorities, local advocacy for the promotion of citizens’ proposals, GREAT budgeting sets the ground for the optimum integration of gender lenses in local budgets following evidence-based advocacy activities. Beyond the rationale that focuses solely on NGO empowerment to advocacy, the project builds on the necessary political will of LAs for participatory budgeting, and creates cooperation schemes between LAs and citizens.

2 initiatives in Athens and Karditsa will document the existing gender aspects and gaps in local budgeting and will create and pilot tools and methodologies for its improved implementation.
